By prioritizing these initiatives, I aim to address the inefficiencies in the current system, which often leaves abused and neglected animals stuck in shelters for extended periods. This will not only improve the quality of life for the animals but also reduce the financial burden on taxpayers. I am also open to exploring further measures, such as implementing stronger penalties for repeat offenders of animal abuse and enhancing the coordination and communication between all parties involved in these cases to ensure a more humane and just process for the animals."

Addressing shelter overcrowding is a top priority for me, and I'm committed to completing the expansion within the first two years of my term. With 26 months remaining in this term, I am fully committed to doing everything within my capability to see this through. In addition to using the designated SPLOST II funds, I plan to explore public-private partnerships and additional grant opportunities to secure the necessary resources. I also believe that community engagement is crucial, so I will ensure that the voices of Animal Services staff, volunteers, and the public are integral to the planning process. Furthermore, I will advocate for enhanced adoption initiatives and spay/neuter programs to help reduce the number of animals entering the shelter in the first place. My goal is to create a sustainable, compassionate solution that meets the needs of both our animals and our community.

I am deeply committed to addressing the root causes of overpopulation, neglect, and abuse of animals in DeKalb County. Strengthening local ordinances is essential to this effort. I plan to work diligently to pass and enforce new breeding and sales regulations, as well as a spay and neuter requirement tied to pet registration, within the first year of my term. Establishing an Animal Advocate and a streamlined Animal Disposition Hearing process will be key steps in reducing the number of animals impounded for court cases and shortening their stay in shelters. Additionally, I will explore further initiatives such as community education programs to raise awareness about responsible pet ownership and the importance of spaying and neutering. My goal is to create a comprehensive approach that not only addresses the immediate concerns but also sets a foundation for long-term solutions to animal overpopulation in our county.”

“Strengthening enforcement within DeKalb County Animal Services is critical for ensuring the safety and well-being of both our community and animals. I am fully committed to filling the long-vacant Enforcement Director position within the first year of my term and ensuring that all staff are trained to the highest standards. I will prioritize the hiring of POST-certified officers to restore investigative expertise and enhance the capacity to address cases of neglect and cruelty effectively. Additionally, I will work to establish a comprehensive Standard Operating Procedures Manual that emphasizes life-saving practices, public health, and safety. This manual will serve as the foundation for all training programs, ensuring that staff are equipped to bring owners into compliance with local and state laws. My approach will also include regular audits to assess the effectiveness of these initiatives and make necessary adjustments. My goal is to create a well-organized, responsive, and transparent enforcement division that protects our animals and strengthens our community.”

Improving shelter staffing is essential for maintaining high standards of animal care and ensuring the well-being of both animals and staff. I am fully committed to conducting a comprehensive compensation study to ensure our shelter workers are paid fairly and competitively. Within the first year of my term, I plan to use the results of this study to inform budgeting decisions that will bring shelter staffing levels and pay in line with NACA standards. Additionally, I will advocate for ongoing professional development opportunities for shelter staff, ensuring they have access to the training and resources needed to perform their duties effectively. My goal is to create a supportive work environment that attracts and retains dedicated professionals, ultimately leading to better outcomes for the animals in our care.”

Expanding access to community resources for animals is a vital component of my plan to support DeKalb County's pets and their owners. I am fully committed to providing financial, logistical, and communications support for programs like pop-up veterinary services, spay/neuter clinics, microchipping, vaccinations, pet food and supply banks, and resources for outdoor pet shelters. My goal is to begin implementing these initiatives within the first year of my term. I will also work closely with local organizations to identify gaps in service and develop new programs to meet the needs of our community. By enhancing access to these essential resources, we can help prevent animal neglect, reduce the number of homeless pets, and ensure that every pet in DeKalb County has the care and support they need. Additionally, I am interested in exploring partnerships with local businesses and nonprofits to expand these services even further, ensuring long-term sustainability and impact.”

"I am fully committed to reducing the length of stay for court-held animals, as prolonged confinement can cause significant harm to their physical and mental well-being. My goal is to establish policies within the first year that encourage owner surrender in the field and at shelters, streamline the hearing process to determine the disposition and release of animals, and utilize stray animal protocols to reduce impoundment times. Additionally, I will work closely with prosecutors to ensure all available options are utilized to release animals as quickly as possible and develop a robust policy for using Motions to Dispose and Costs of Care in cases where owners fail to appear or delay proceedings.”
